News Facts

Built to address the unique requirements of public sector, healthcare and higher education organizations across the globe, Oracle today announced Oracle® Hyperion Public Sector Planning and Budgeting, a new module that extends the capabilities of the industry-leading Oracle Hyperion Planning application.
With Oracle Hyperion Public Sector Planning and Budgeting, organizations can integrate and simplify budget preparation, review and approval, publication and disclosure processes.
Oracle Hyperion Public Sector Planning and Budgeting is a key component of the newly announced Oracle Enterprise Performance Management (EPM) System Release 11.1.2 (see today’s related news release).
Purpose-built Budget Management Capabilities for Public Sector, Healthcare and Higher Education Customers

Oracle Hyperion Public Sector Planning and Budgeting is designed to enable public sector, healthcare and higher education organizations to manage their complex budgeting processes with speed and accuracy, while meeting their needs for productivity, accountability, and regulatory compliance. It helps them manage existing and projected budgets with sophisticated models of positions and employee-related-expenses with reliable information from human capital management (HCM) and general ledger (GL) systems.
The new module takes advantage of specific enhancements to Oracle Hyperion Planning including process management and workflow capabilities that are now extended to allow finer configurable process control and support for matrix organizations. In addition, data validation constraints are configurable to prevent submission of budgets beyond organizationally defined metrics.
Oracle Hyperion Public Sector Planning and Budgeting also makes use of pre-built integration with the Oracle E-Business Suite and Oracle’s PeopleSoft Enterprise through easy-to-use interfaces, and can also be integrated with SAP applications through robust adapters.
The key features of Hyperion Public Sector Planning and Budgeting include:
Human Capital Planning -- Provides out-of-the-box configurable and expandable position and employee budgeting models. Combined with sophisticated planning and budgeting process management features, these models help organizations project and evaluate the impact of employee compensation and benefits expenses on overall budgets while supporting accurate forecasting; and,
Financial Budget Books and Reports – Utilizes extensive Oracle Hyperion Financial Reporting features and public sector and higher education-related enhancements to produce highly formatted, detailed budget reports and production quality budget books ready for publication in HTML and PDF formats. Dynamic links to data in the planning system eliminate the need to manually edit numerous reports and documents when plans change.

“Budget and financial officers in public sector, higher education and healthcare organizations are under constant pressure to prepare and provide accurate and timely information regarding plans and budgets, while also meeting ever-increasing needs for productivity, accountability, and compliance with mandates,” said Robert Gersten, senior vice president, Oracle Development. “Oracle Hyperion Public Sector Planning and Budgeting is purpose-built to address these needs. Based on years of best practices from Oracle Hyperion Planning implementations, the new module will provide a packaged solution that will deliver rapid value and low total cost of ownership.”
“Many municipal governments and educational organizations struggle to manage their budgeting process with spreadsheets and other custom solutions,” said Pravin Kumar, CEO of AST Corporation. “The lack of analytical capabilities and capital budgeting features in the existing ERP software has been a sore point for our customers. Oracle Hyperion Public Sector Planning and Budgeting is a welcome solution with prebuilt functionality for our customers, while at the same time integrating with the Oracle E-Business Suite and PeopleSoft Enterprise. Now our clients will be able to do both position and employee budgeting, using source data from their payroll and HR applications.”
“Almost all the public sector and higher education organizations that we have dealt with are looking for a robust and versatile budgeting system that provides accountability, feature-rich functionality, process-centric approach, integration-to-source systems, HCM compatible workforce management functionality and the ability to capture Budget Issue Papers and develop Budget Books all backed up by a robust calculation engine,” said Dan Salas, President, The Imminent Group Inc. “Based on our testing and exposure, we believe that Oracle Hyperion Public Sector Planning and Budgeting meets, and in some cases, even exceeds these expectations.”
